TRAFFIC ARRANGEMENTS AND PUBLIC ACCESS DURING APEC LEADERS WEEK (8 TO 15 NOVEMBER 09)


The APEC Leaders' Week meetings will take place from 8 to 15 November 2009. As part of the APEC Organising Committee's endeavour to minimise any potential inconveniences to members of the public, a decentralised approach had been adopted in the selection of meeting venues. The main meeting venue, Suntec Singapore, will be used primarily for the Ministerial meetings and the CEO Summit. The Leaders' Retreat will be held at the Istana on 14 and 15 November 2009, while the „Singapore Evening' show and dinner will be held at the Esplanade on 14 November 2009.

Traffic arrangements

The high-level gathering of the Leaders from the 21 APEC economies will require the implementation of various security and traffic measures at and around the vicinity of the meeting venues. A key feature of the traffic arrangements is the implementation of the APEC Lane that will facilitate vehicular movement between meeting venues. The APEC Lane is the extreme right lane of affected roads and will be demarcated by cones and water barriers. The APEC Lane will only be closed to the public prior to and during the movement of APEC vehicles. The APEC Lane will minimise the need for the implementation of any prolonged road closures.

As part of the meeting proceedings, certain roads will be affected. With the exception of Temasek Boulevard (from Fountain of Wealth to Raffles Boulevard), most of the closures are either lane closures or temporary road closures for short periods of time. Some other roads and expressways may be affected during this period to facilitate motorcade movements. The duration of these road closures will however, be kept to a minimum. A listing of the lane and road closures is attached at Annex A.

The latest updates on road / lane closures will be broadcast on the radio and Internet. EMAS and advisory signages will be put up on the affected roads to inform motorists of the closures. Auxiliary Police officers and Traffic Police officers will also be stationed at the affected roads and junctions to regulate traffic and to facilitate motorists entering into and getting out of affected buildings. Motorists can expect delays on the affected roads and are advised to plan for a longer time for their journeys. Parking restriction at the peripheral roads will be strictly enforced and vehicles found parking indiscriminately and / or causing obstruction will be towed away.

Public Access to Suntec / Marina Area

Except for the Esplanade which will be closed to the public on Saturday 14 Nov 2009 for the “Singapore Evening” event, all shopping malls and restaurants in the Esplanade as well as Suntec/Marina area will remain open during Leaders Week. While there will be no access to the Convention Centre of Suntec Singapore, the public can still access the Suntec shopping mall and other shopping facilities in the vicinity via existing walkways. The link bridge between Pan Pacific Hotel and Suntec shopping mall will continue to be accessible to the public. The Blue Zone car parks at Suntec Singapore will be closed to the public, but all other car parks will also remain open.

The only affected taxi stands during Leaders Week are the Suntec Singapore taxi stand along Raffles Boulevard which will be closed from Sunday 8 Nov to Sunday 15 Nov 2009, and the Esplanade taxi stand which will be closed on Saturday 14 Nov. Members of the public can still use the nearest alternative taxi stands at Suntec Towers 1 & 2, Marina Square, and Raffles City.

Public bus services to the Marina Bay area will remain in operation although some bus route diversions are to be expected. Detailed information on affected bus routes and bus stops will be provided on signs placed at affected bus stops. The public may also visit the following websites at www.sbstransit.com.sg and www.smrt.com.sg for the latest information on bus route diversions.

Information flyers detailing the traffic arrangements and public access information for Leaders Week are also available at the APEC website, and at shopping malls and hotels in the Suntec/Marina and Orchard areas, as well as petrol stations.
