Gazetting Of APEC 2009 Leaders’ Week Meeting Venues As Special Event Areas


As part of the security measures for the Asia-Pacific Economic Cooperation (APEC) 2009 Leaders’ Week, the APEC 2009 Leaders’ Week has been declared as a ‘Special Event’ and the areas around Marina Bay and Istana have been declared as ‘Special Event Areas’ under the Public Order Act1. However, areas around the meeting venues that are not used for APEC meetings will remain publicly accessible.

The gazette on the Special Event Areas will take effect on the following dates and times

Marina Bay area
From 8 Nov 09 at 0001 hrs to 15 Nov 09 at 2359 hrs

Istana
From 8 Nov 09 at 0001 hrs to 15 Nov 09 at 2359 hrs

 

Between 8 to 15 November 2009, security checks on persons and belongings may be conducted by Police officers within the Special Event Areas. For safety and security reasons, members of the public are prohibited from bringing the items listed in Annex C into the Special Event Areas unless authorised by Police. Organisers of all public assemblies, whether indoors or outdoors, held within the Special Event Areas must also apply for permits from the Police at 6557 5133.

Police seek the cooperation of the public to comply with all orders issued by Police officers. Persons engaging in activities which compromise security within the special event areas may be removed and dealt with under the law.




ANNEX C

PROHIBITED ITEMS

1. Any noxious or offensive substance, such as animal manure or paint.

2. A marine flare and signal, landing flare, highway fuse, smoke generator, distress signal or other pyrotechnic device intended for signalling, warning, rescue or similar purposes.

3. Any petroleum or flammable material within the meaning of the Fire Safety (Petroleum and Flammable Materials) Regulations (Cap. 109A, Rg 7).

4. An explosive within the meaning of the Arms and Explosives Act (Cap. 13).

5. Any arms within the meaning of the Arms and Explosives Act.

6. An item, including a device known as a “dragon”, capable of attaching a person to an object or another person, or preventing removal of any locking or connecting device.

7. An aerosol paint container or other implement or substance that is capable of being used to mark graffiti.

8. A loud hailer.

9. Any flag or banner which is larger than one metre by one metre, or has a handle longer than one metre.

10. A public address system, electronic equipment, broadcast equipment or similar device which may interfere with broadcast equipment or similar devices being used by the event organiser of the Asia-Pacific Economic Co-operation 2009 Leaders’ Week or a person authorised by the event organiser or otherwise under the Act to use such equipment or devices.
