releases flash estimates of industrial facilities performance
for 2nd quarter 2003
Performance
of JTC industrial facilities continued to weaken in the second
quarter of 2003, amidst uncertain economic conditions. Net
allocation of ready-built space remained in the negative territory
for the fourth consecutive quarter, declining to minus 26,573
square metres from negative 2,237 square metres in the first
quarter. Following two quarters of positive performance, net
allocation of prepared industrial land
fell to negative 72.6 ha.
Within the ready-built segment, flatted factory space registered
the largest decline in net allocation to minus 19,980 square
metres, the lowest since the first quarter of 1999. The decline
was due to a 53% increase in termination. In the standard
factory segment, termination fell 12% compared to the previous
quarter. However, this improvement was outweighed by a drop
in gross allocation of 82%, resulting in an overall decline
in net allocation to minus 11,331 square metres.
Termination of prepared industrial land increased more than
two-fold to 82.8 ha from 30 ha in the first quarter of 2003.
However, the increase was due largely to more land on Temporary
Occupation Licence (TOL) being given up on Jurong Island.
Gross allocation fell 84% to 10.1 ha from a high base in the
first quarter, which benefited from the allocation of a huge
44.2 ha site at Pulau Busing.
The
full report on the performance of JTC industrial facilities
for the second quarter of 2003 will be released by the end
of July 2003.

were derived from data up to 26 June 2003. Figures are subject
to revision when complete data set becomes available.

Factory segment has been subdivided into three sub-categories,
namely: Flatted Factory (comprising generic flatted factory
space), Technopreneur space (comprising dedicated units for
start-ups) and Business Park space (comprising ready-built
space in Business Park locations)
GLOSSARY
Business
Park
A business park is an area specifically set aside for non-pollutive
industries and businesses that engage in high-technology,
research and development, high value-added and knowledge-intensive
activities.
Business
Park Space
JTC's ready-built facilities at the International Business
Park, Jurong Town Hall and Changi Business Park. They cater
mainly to the needs of new industries that are engaged in
high value-added and knowledge-based activities.
Flatted
Factory
A type of ready-built factory that is generally medium to
high-rise and houses multiple tenants/lessees sharing common
facilities like car parks, loading/ unloading areas and cargo
lifts.
Gross
Allocation
Land or space that is leased or rented to companies during
a reference period.
Net
Allocation
Gross allocation less termination of land or built-up space.
Prepared
Industrial Land
It refers to land that is made ready for lessees to develop
their own industrial facilities. The land is normally provided
with road access/frontage, main storm drain, water and sewer
mains at its perimeter.
Ready-Built
Facilities
These refer to factories that are built in anticipation of
demand to allow lessees/tenants quick start-up and operation.
The current JTC portfolio includes Standard, Flatted, Ramp-Up,
Stack-Up Factories, Warehouses, Business Park Space and Technopreneur
Space.
Stack-up
Factory
A type of ready-built factory that consists of 2-storey factory
units stacked on top of each other. It offers the same ground
floor conveniences of a low-rise landed factory. Stack-up
factories are served by vehicular ramps and driveways which
provide access to every individual unit.
Standard
Factory
A type of ready-built factory that is typically low-rise and
meant for a single tenant. The building can be designed as
a detached, semi-detached or terrace unit.
Technopreneur
Space
A facility specially dedicated to technology-based activities.
JTC currently has three such facilities: Technopreneur Centre
located at 20 Ayer Rajah Crescent (7th - 9th floor) and 1003
Bukit Merah Central (6th floor) and Phase Z.Ro Technopreneur
Park located at one-north.
Termination
Factory space or industrial land returned to JTC during a
reference period.
