KIEV : The head of Ukrainian state energy company Naftogaz on Saturday proposed jointly developing the Ukrainian part of the Black Sea with Russia's Gazprom in return for access to Russian gas fields.
"I propose an agreement that would see the joint development of the Ukrainian continental shelf in the Black Sea with Gazprom and an agreement to jointly develop gas fields on Russian territory," Oleg Dubina said in an interview with Ukrainian weekly Zerkalo Nedeli.
Dubina said Ukraine was more interested in the gas extracted from the continental shelf and would be prepared to leave the oil to the Russians.
"Gazprom keeps the oil from the continental shelf under the terms of a shared production agreement and, under this agreement, we would take the gas that is jointly extracted," Dubina said.
"They are probably more interested in the oil," he said.
The Ukrainian part of the continental shelf in the Black Sea holds vast oil and gas reserves, but requires considerable investment before they can be exploited.
Almost all Russian gas imports to the European Union pass through Ukraine, which is seeking to reduce its dependence on Russia for its own supplies. A price dispute between Moscow and Kiev led to a brief disruption in gas supplies across Europe in 2006.
