SINGAPORE: An SAF Amendment Bill was passed in Parliament on Monday. The changes provide for a new ranking scheme and a higher retirement age for SAF men, as well as a new Military Domain Expert Scheme which will groom specialists in areas like engineering and intelligence.
The last major review of such career schemes was conducted over 10 years ago and Defence Minister Teo Chee Hean said that since then, the landscape has changed considerably.
MPs lauded the changes but had some concerns such as whether the new ranking scheme would be divisive, and affect teamwork and social cohesion among soldiers.
Mr Teo said: "While there may be different schemes of service, officers and warrant officers and military experts operate still as members of a cohesive unit with a common mission.
"The SAF has reached the level of maturity where we cannot always find ready made solutions elsewhere. And we must develop innovative solutions of our own to face our unique circumstances." - CNA/vm
