SINGAPORE: Come December 21, Private Education Institutions (PEI) must register with the Council for Private Education to operate in or from Singapore under the new regulatory regime.
Those required to register include institutions offering degree or diploma programmes, full-time certification programmes at the post-secondary level, full-time preparatory courses to prepare students for entrance/placement tests for joining the Ministry of Education's mainstream schools or for external examinations.
The requirement also affects Foreign System Schools offering full-time primary or secondary education wholly or substantially in accordance with an international curriculum and private education institutions offering full-time special education for pupils with physical or intellectual disabilities and which do not receive any subventions from the government.
To prevent the proliferation of online degree mills, online and virtual private education institutions whether operating in or from Singapore, will also have to be registered with the council.
Private education institutions currently registered under the Education Act will be “deemed registered" for a period of 18 months.
They have till 20 June 2011 to fully comply with the requirements.
PEIs which are currently not registered under the Education Act but now fall under the scope of the Private Education Act and PEIs offering external degree programmes are required to submit their applications for registration by 20 February 2010 if they wish to continue to operate. - CNA/vm
