SINGAPORE: An international terrorism expert believes the Committee of Inquiry's (COI) report on how Mas Selamat Kastari had escaped from Whitley Road Detention Centre provides a way forward on how security can be further improved.
Associate Professor Rohan Gunaratna, who heads the International Centre for Political Violence and Terrorism Research Education at the S. Rajaratnam School of International Studies, spoke to Channel NewsAsia over the phone on Monday.
He said: "Within ISD (Internal Security Department), there is acknowledgement that there was a security lapse and the security lapse occurred on the part of a few officers. The inquiry report addresses most of the areas that security needs to be improved.
"I have seen other detention centres and some of them are located within prison complexes and that provides two layers of security. A terrorist, when trying to escape from a detention centre, will have to breach the security of the detention centre and the prison.
"There is no perfect security system anywhere in the world. There are gaps and loopholes. It is because the threat constantly changes (that) we have to change according to the dynamics of threat.
"The heads of security services in Singapore, Indonesia, Malaysia and Thailand (communicate) on a weekly or monthly basis because of the excellent relationships between these countries at the security and intelligence level. So I believe this report is an important document because in many ways, it provides a roadmap on how to improve on the security of Singapore."
