SINGAPORE: In a written reply to a question that was raised in Parliament this week, Finance Minister Tharman Shanmugaratnam said on Thursday his ministry is implementing a new Procurement Competency and Training Framework that is aimed at raising the capability of public officers in procurement and contract management.
He added that the Ministry of Finance (MOF) is addressing the need to continually enhance accountability in the use of public monies through a whole-of-government framework.
As part of the framework, MOF is putting in place expenditure policies, rules, procedures, limits and norms to ensure budgetary prudence and accountability.
The ministry is also promoting best practices at the whole-of-government level to drive better usage of resources. There are efforts made to raise awareness among public servants on the need to be prudent in expenditure and to ensure value for money.
Officers across government agencies are equipped with the necessary skills to undertake budgeting and procurement work proficiently.
MOF is also working closely with the ministries to identify and review their strategic outcomes and performance indicators annually to ensure accountability.
