Budget Package for Lower Income Families

With the GST increased to 7%,the Government will make available GST Credits with those living in one- to three-room flats and with annual assessable incomes of $24,000 or less, receiving $1,000 in Credits paid in instalments of $250 per year over four years.

In addition, Town councils will absorb the additional GST payable on Service and Conservancy Charges.
Those living in HDB flats will also enjoy Utilities-Save, S&CC and Rental Rebates for five years.

At restructured hospitals and polyclinics more grants will be provided to fully absorb the additional GST on subsidised healthcare services.

A Public Transport Fund (PTF) will start in October and this will be given out over three years to provide additional help to lower-income households for their public transport costs where necessary.

Families with young children the Kindergarten Financial Assistance Scheme (KiFAS) will increase to 90% or a subsidy of about $80 a month while the Centre-Based Financial Assistance Scheme for ChildCare (CFAC) will be increased by between $20 and $40 a month for each child.

GST payable on school and miscellaneous fees, as well as fees and tuition grants at ITEs, polytechnics and universities will be absorbed by Government.
