The bid to host the Summer Youth Olympic Games was put in by nine countries; Athens, Bangkok, Debrecen, Guatemala City, Kuala Lumpur, Moscow, Poznan, Singapore and Turin.
The choice was later narrowed to just two cities - Moscow and Singapore - and members of the the International Olympic Council (IOC) who make their decision based on an evaluation report of each country, will submit their vote via post.
The IOC is an international non-governmental non-profit organisation that exists to serve as an umbrella body of the Olympic Movement, suprvising the organisation of Olympic Games.
The 15 member IOC is currently led by IOC President Jacques Rogge, of Belgium.
The call for bids to host the Youth Olympics went out in August 2007.
The process then followed along the same lines of bidding to host the Olympic games itself,which is a two-phase process.
Since 1999, after a review following allegations of corruption against a Games Bid Committee, nations wanting to play host to an Olympic event must first undertake a questionnaire which is divided into three parts and covering various themes. This ranges from questions on country's politics and the economy, to customs and immigration processes, and even marketing, transport, technology and Youth Olympic Village(s).
Based on the answers, the IOC Executive Board decides on the successful candidate cities which move on to the candidature phase where each city has to provide an in-depth description of their Olympic project.
It is during this phase as well, that the IOC Evaluation Commission will make a visit to the candidate city to prepare a detailed technical assessment of the city. This forms part of a report that is put up for IOC members to review one month before the election of the Host City.
Milestones in the election of YOG Host city
31 August 2007: NOCs to confirm names of interested cities
26 October 2007: Cities submit their candidature file
12 November 2007: Selection of Candidate Cities by an expert panel
3-18 December 2007: Visits by Evaluation Commission to short-listed Candidate Cities
Late January 2008: Evaluation Commission submits report to IOC Exec Board
Mid February 2008: Postal vote by IOC members
21 February 2008: Announcement of Host for first Summer Youth Olympic Games
