Walter Theseira on Road Traffic (Amendment) Bill(Updated: )
In Parliament on Monday (Jul 8), during the debate on the Road Traffic (Amendment) Bill, NMP Walter Theseira posed two questions relating to traffic fines. Firstly, he asked if the Government can design an optimal traffic fine schedule based on evidence and economic principles. He said the expected fine should equal the social cost caused by the offence. Secondly, he asked if the Government can improve equity and efficiency by implementing fines that are stepped-up and linked to the income and wealth of the traffic offender.
