Zhulkarnain Abdul Rahim on Mental Capacity (Amendment) Bill(Updated: )
Certificate issuers for Lasting Power of Attorney should meet not just donors, but donees as well, to assess their suitability and flag any potential issues. That suggestion was made by MP Zhulkarnain Abdul Rahim in Parliament on Tuesday (Jul 6). He also proposed a limit on the maximum number of LPAs for which someone can be appointed as a donee. Mr Zhulkarnain recommended that donees be made to inform the Office of the Public Guardian and produce a medical report certifying that donors have lost their mental capacity, before being allowed to exercise their LPA powers.
