Paedophile jailed, caned for sexually assaulting 10 boys over 3 years

SINGAPORE: A 27-year-old man who sexually abused 10 boys over three years was sentenced on Friday (Nov 18) to 12 years and six months’ jail and 15 strokes of the cane.

Goh Jun Guan pleaded guilty on Friday afternoon to nine of 30 charges.

The High Court heard Goh met most of his victims at a gaming shop he worked in at Pioneer Mall from April to July 2013, where he bonded with each boy over a card game called Vanguard.

The first victim was just 10 years old when Goh sexually assaulted him in 2013. Goh had invited the boy to his flat at Jurong West Street 71 to play Vanguard, after which he took off the boy’s shorts and performed sex acts on him.

On another occasion, Goh told the boy to perform a sex act on him and took a picture of the primary school student doing so. The boy subsequently read about “sexual matters” online and realised that what Goh had done to him was wrong.

Other victims had similar stories to tell. A 12-year-old boy became a victim because Goh had told him he would teach him how to be a better Vanguard player only if he allowed him to touch his private parts. For losing a game, Goh “punished” the boy by performing a sex act on him in a public toilet at Pioneer Mall. The boy later told investigators he let Goh abuse him because he felt he “could not run away”.

Goh promised yet another victim he would “upgrade” his cards if he complied with certain “conditions”. He led the boy, 12, to a public toilet where he molested him and took pictures of his private parts.

When Goh was arrested in October 2014, 43 explicit pictures were found in his phone. His offences came to light when one of his victims, a 15-year-old boy, told the police he was exchanging sexually explicit messages with someone over Facebook. The person turned out to be Goh.

An Institute of Mental Health psychiatrist diagnosed Goh with paedophilia earlier this year. The psychiatrist said Goh told her he had been attracted to young boys since he was 12 and that he felt “stupid and guilty” after the acts.

Prosecutors Charlene Tay Chia and Sruthi Boppana called for a jail term of 21 years and 24 strokes of the cane for Goh, calling his offences “disturbing”, noting that he had cajoled yet more victims into sending him lewd photographs.

Goh’s lawyer Richard Lim said a jail term of 11 years would be fair. He claimed Goh had been sexually abused as a child, was bullied in school and wanted to "protect" other children.

However Justice Woo Bih Li rejected this. “I cannot accept your explanation that you felt happier and safer among younger children as you thought you could protect them from being bullied and could keep them out of trouble," the judge said. "If you were really going to do that, you would not have done what you did to them.”

For the sexual penetration of a minor under 16, Goh could have been jailed for up to 20 years per charge, and caned. For committing an obscene act with a child, he could have faced up to five years’ jail and a fine of up to S$10,000.
