Louis Ng on Statute Law Reform Bill(Updated: )
In Parliament on Tuesday (Jan 5), MP Louis Ng raised questions about a new Bill allowing a minister to delegate functions to a public officer or public body. He asked how "contrary intention" should be inferred to prevent such an action, as stated in the Bill. The law would also allow a delegate to exercise the function based on his or her opinion, belief or state of mind. Mr Ng wanted to know how this would apply to a public body.
