Second-hand dealers and pawnbrokers are required to take reasonable steps to ensure that the goods they deal in were not stolen or obtained by fraudulent means. This includes verifying the identity of the person selling or pawning the item and screening the goods against information from the police. These businesses also have a centralised database to help them with due diligence and identifying red flags. Minister of State for Home Affairs Desmond Tan made these points in response to an MP’s question in Parliament on Tuesday (Jul 27).
