Jamus Lim on Significant Infrastructure Government Loan Bill

The "useful life" threshold of assets under a proposed Significant Infrastructure Government Loan Act (SINGA) should be lowered from 50 to 35 years, said MP Jamus Lim in Parliament on Monday (May 10). He said this would be more reasonable, as many existing infrastructure projects would not have qualified under the longer time span. Assoc Prof Lim also suggested a broader definition of "infrastructure" to cover "soft" infrastructure such as human capital, and gave examples of how SINGA funds might be used for initiatives in education or to seed a risk pool for redundancy insurance.
