He urged the public to exercise restraint in their response when incidents do occur, and to let schools and the authorities handle them. Mr Chan stressed that the ministry takes a firm stance against bullying, and that vigilantism — whether online or in real life — can hurt, rather than protect. He was responding to MPs who asked about the recent allegations of assault at Admiralty Secondary School.
