No collection of abandoned shared bike, so what can the public do?

In January, I noticed that there was an Ofo shared bicycle with a seat missing left near my apartment.

I used the OneService mobile application to report the matter to the Municipal Services Office, and one month later, the bike was still there.

I then contacted the bike operator directly and it replied that it would collect the bike. Another month passed and the bike was there.

I reached out to the Ministry of National Development and an officer promised to follow up on the matter.

Another month is about to pass and the bike is still there. It has been left there so long that creepers are going to cover it.

When both the operator and the government agency do not respond to such feedback, what can a member of the public do? Will disposing the bike violate any laws?

Operators who fail to recover damaged bikes should be punished.
