Penalty for users who don’t return their bicycles to allotted bays

I was in Paris last week, where the bike-sharing operators have designated parking bays (“Bike-sharing firms should pay for their own parking lots”, June 21). If a bike is not returned to a designated bay, the user, as identified by the (mobile) app, will be penalised. I guess those bays are paid for and maintained by the bike-sharing operators. PHILIP PHAY
