Why set members apart with multiple versions of PAssion Cards?

I have been a holder of PAssion card, issued by the People’s Association (PA), for several years.
However, the introduction of the Our Tampines Hub PAssion Card and the exclusive benefits that the card offers are not available for those holding other PAssion cards.
This is a cause of concern because it inadvertently creates “classes” of PA members who get differentiated benefits.
I need to state that Our Tampines Hub PAssion Card differs from the PAssion Silver Concession Card, which is to better serve senior citizens and encourage them to stay active and be engaged in the community — an initiative I appreciate.
While existing PAssion cardholders may also apply for the Our Tampines Hub PAssion Card, it means having to maintain separate card records, and the points earned in different cards by the same member cannot be combined. Wouldn’t PA be incurring higher operating costs in supporting multiple cards for the same member, while making the system unnecessarily complicated for members?
