Louis Ng on Elections (Integrity of Online Advertising) (Amendment) Bill

The Elections (Integrity of Online Advertising) (Amendment) Bill seeks to uphold the integrity of Singapore's electoral process by giving the Returning Officer (RO) certain powers to combat deepfakes that misrepresent candidates during the general and presidential elections, said MP Louis Ng. Speaking in Parliament on Tuesday (Oct 15), he sought clarification on the rights of candidates to request that corrective directions be issued. He also sought clarification on the level of belief necessary to establish the offence of publishing manipulated online election advertising. He wanted to know how this would be determined. He pointed out that it would be more difficult for a requesting candidate to gather evidence within a short time frame. He wanted to know what kind of evidence must be submitted by the candidate requesting for a corrective direction. Turning to the ban on deepfakes during elections, Mr Ng wanted to know what factors the RO would consider when determining whether the communications are of a private or domestic nature.
