The intrinsic nature and severity of the scheduled offences warrant the “infliction” of the Sentence for Enhanced Public Protection (SEPP), said MP Hany Soh. Speaking in Parliament on Monday (Feb 5), she said more crucially, it is the proclivity of the offenders to re-offend after they have been released. She stressed the need for the Government to discharge its duties responsibly and proportionately, saying its key duty is to protect the public. But the objective of SEPP is not to eliminate the future or decimate the prospect of rehabilitation of offenders, she added. She wanted to know what specialised rehabilitation programmes will be made available to offenders.
