Buildings are spaces to live and work in, and people can shape how they design and use them to achieve a better quality of life, especially in the face of the existential threat of climate change. Against this backdrop, NMP Jean See welcomed measures in a Bill designed to ensure that older buildings in Singapore become more energy efficient. Buildings identified as being energy-intensive will have to get their energy use audited and then comply with an Energy Efficiency Improvement Plan (EEIP). Ms See asked about the parameters under which building owners can apply to cut the stipulated reduction in energy use intensity or amend the EEIP. She also wanted to know the length of the prescribed period in which building owners must maintain the achieved energy use intensity and whether a common period will apply to all buildings under the regime.
