Liang Eng Hwa on Significant Investments Review Bill

05:38 Min

In an increasingly complex world, Singapore faces potential security threats from various sources, including through the ownership and control of critical entities. Making this point in Parliament on Tuesday (Jan 9), MP Liang Eng Hwa said he was fully supportive of the “targeted approach” laid out in a new Bill to review and protect earmarked critical entities. He noted that the proposed legislation will impose on individual entities rather than an entire sector or activity. Mr Liang asked about potential critical entities that might not be adequately covered, including by existing sectoral legislation, and whether they will be designated under the Bill - for example, emerging sectors such as artificial intelligence or those providing services in certain sectors such as data centres. He also wanted to know if there are safeguards to ensure the judicious use of special administration orders under the Bill.
