The proposed amendments on Forensic Medical Examinations (FMEs) will help to preserve evidence that is crucial to solving sexual and violent crimes, said MP Zhulkarnain Abdul Rahim in Parliament on Monday (Feb 5). He sought clarifications on the issue of obtaining consent. He wanted to know about the circumstances under which the police will determine that a victim is unable to provide consent within a reasonable time. He also asked if more clinics will be equipped for such examinations and what efforts will be made to encourage more victims to come forward to report offences. Turning to the Sentence for Enhanced Public Protection, he asked if offenders will be able to obtain legal representation during the review board hearing and whether the views of the victim's families would be considered before an offender is released.
