SINGAPORE: Visiting Chinese Vice Premier Han Zheng called on President Halimah Yacob and Prime Minister Lee Hsien Loong on Wednesday (Nov 2), a day after Singapore and China signed 19 agreements at an apex meeting to deepen cooperation

During his meetings with Singapore leaders, both sides reaffirmed the excellent ties between the two countries.

Singapore and China "kept up the momentum of high-level interactions amidst the COVID-19 pandemic, including through virtual meetings and bilateral visits", said Singapore's Ministry of Foreign Affairs (MFA) in a press statement on Wednesday. 

It added that Mr Han's two-day visit to Singapore was a milestone in the gradual resumption of more in-person exchanges between both countries.

This is Mr Han's first overseas trip since the COVID-19 pandemic started. He is also the most senior Chinese leader to visit Singapore since the pandemic.

The leaders welcomed the growing and wide-ranging cooperation between both countries in traditional areas such as finance, trade and investments, as well as emerging areas like innovation, digital economy, and green development, said MFA.

This was evident from the outcomes of the 18th Joint Council for Bilateral Cooperation (JCBC) meeting, where a bumper crop of 19 agreements was signed on Tuesday.

The JCBC meeting, co-chaired by Mr Han and Deputy Prime Minister Heng Swee Keat, is the highest-level annual forum between China and Singapore. This year's edition was the first physical meeting since the pandemic.

The Vice Premier also met Senior Minister and Coordinating Minister for National Security Teo Chee Hean on Wednesday, after a bilateral meeting with Deputy Prime Minister Lawrence Wong the previous evening.

"President Halimah, PM Lee, DPM Wong and SM Teo also congratulated Vice Premier Han on the successful conclusion of the 20th National Congress of the Communist Party of China, which had taken place at an important juncture in China’s development," said MFA.

"Both sides agreed to further develop and strengthen bilateral cooperation in tandem with their respective development priorities, which would bring benefits not just to the two countries but also the wider region.

"The leaders also exchanged views on regional and international issues, including climate change and the challenges facing the global economy."

JCBC MEETING

The 19 memoranda of understanding (MOUs) and agreements signed on Tuesday covered areas such as green development and green finance, e-commerce, public health, innovation cooperation and tourism exchanges.

Mr Heng noted at a press conference on Tuesday that there were three broad themes in the new agreements signed, namely green, digital and connectivity.

The green-related agreements included initiatives to expand cooperation in green finance and deepen connectivity between both countries’ capital markets.

For instance, a green finance taskforce will be set up by the Monetary Authority of Singapore and the People’s Bank of China.

This would explore options for collaboration in areas such as green and transition financing solutions, data and technology enablers to catalyse green financing flows, and enhance green investment opportunities in China and the region.

A low-carbon index family will also be jointly launched by the stock exchanges of both countries by the year-end. This aims to serve as a benchmark for fund managers to launch new green funds focused on China, ASEAN and other countries in Asia.

In an op-ed ahead of the meetings, Mr Heng said: "His visit is an opportunity for our countries to take stock of our bilateral cooperation and chart the course for building a more prosperous future for our peoples in an increasingly uncertain global environment."

He added that beyond recovery from the pandemic, Singapore and China should also "reinvigorate" their cooperation.

"With changes taking place worldwide at an unprecedented pace, our ability to adapt and innovate how we collaborate will enable us to ride the waves of change with confidence," he said.

Mr Heng noted that this year's JCBC takes place at a crucial moment for the two countries and the world.

"For China, the recently concluded 20th Party Congress heralds an important new chapter for the country and lays out the blueprint for China’s development in the coming years," he said.

"Singapore looks forward to partnering China to strengthen recovery from the pandemic, reinvigorate our bilateral cooperation to seize new opportunities, and work with other countries to overcome common challenges and build a better future for the region and the world."

During Mr Han's meeting with Mr Wong on Tuesday, both sides discussed the wide-ranging cooperation between Singapore and China.

This includes collaboration through eight provincial business councils such as the Singapore-Shanghai Comprehensive Cooperation Council, which Mr Wong has co-chaired since August 2019.

The business councils are co-chaired by Singapore ministers and Chinese governors in provinces such as Sichuan, Zhejiang, Guangdong and Jiangsu.

"There is scope for Singapore and China to further strengthen our cooperation, including in areas like connectivity, innovation, green financing and digital economy, which will bring benefits to the people and businesses of our two countries," Mr Wong said on Facebook.
