Budget 2024 debate: Zhulkarnain Abdul Rahim on improving lift access

“Lifts are not merely mechanical devices; they are lifelines to connect us to our homes and communities.” MP Zhulkarnain Abdul Rahim made this point in Parliament on Tuesday (Feb 27). He said there are still about 150 “segmented” HDB blocks in Singapore where certain levels do not have direct lift access and of these, 20 per cent are in his constituency Keat Hong. This poses a problem for elderly residents as well as families with young children. Mr Zhulkarnain proposed the following - increase the Lift Access Housing Grant from S$30,000 to S$50,000 to make it more attractive for take-up; install chair lifts or ramps between floors; consider compulsory acquisition of flats on floors without lifts to convert them to public rental housing; and revisit the funding criteria model for the Lift Upgrading Programme to consider not only affected units but also benefiting units.
