Charlene Chen on Road Traffic (Miscellaneous Amendments) Bill

When a vehicle is moving, the phone should not be in the driver's hand and should not be allowed to take possession of the driver's attention. MP Charlene Chen highlighted the need to focus on distracted driving, saying the legal change must be complemented by measures to help drivers protect their attention. Speaking in parliament on Tuesday (Aug 4), she proposed making attention management part of driver education that cover the forms of distraction and the limits of multi-tasking. She also suggested using technology and platform design to reduce the demands on drivers and minimise the need for interaction while driving.
