Choo Pei Ling on Info-communications Media Development Authority (Amendment) Bill

Singapore is now managing a new form of concentration risk - not only in ownership structures but in dependency relationships embedded across platforms, infrastructure and digital distribution systems, said MP Choo Pei Ling. Regulation must do two things at once - remain firm enough to intervene early and clear enough for good actors to navigate confidently, she said. Speaking in parliament on Wednesday (May 6), she also sought clarifications on the bill. One of them relates to implementation. She wanted to know how the Infocomm Media Development Authority will distinguish between capability enhancing investment, competitive concentration risk and longer-term dependency creation within the ecosystem as these are often not separable at the point of approval.
