Darryl David on Online Safety (Miscellaneous Amendments) Bill

Legislation is an important lever in helping to protect society from online harm, but is "not a panacea", said MP Darryl David. He stressed that individuals need to exercise self and social responsibility. Speaking in Parliament on Wednesday (Nov 9), he pointed out that it would be impractical and impossible for the Government to monitor all content on all online communication services (OCSs). A large part of social monitoring would have to be done by end-users themselves, he said. He wanted to know how end-users who come across questionable content can flag them. He asked if there would be a dedicated Government-administered portal for feedback or would end-users be expected to report them to the OCSs. He said for reporting to be effective, the portals have to be user-friendly. He said this would help to encourage timely reporting and actions to regulate the content that could possibly cause online harm.
