David Hoe on National Council of Social Service (Amendment) Bill
The National Council of Social Service (Amendment) Bill strengthens Singapore’s ability to “go together” through clearer stewardship and standards, stronger coordination and modern governance, said MP David Hoe. Speaking in parliament on Tuesday (Jan 13), he said it can help to build a social service system that is stronger and more trusted. Mr Hoe also raised several concerns, including the risk of over-centralisation and perceived distance from the ground. He stressed the need to ensure that the council will have the knowledge, skills and experience to perform its functions effectively.
