Strong laws are necessary, but the wider objective must be to prevent collision, protect vulnerable road users and make responsible behaviour the expected norm of every journey, said MP David Hoe. Speaking in parliament on Tuesday (Aug 4), he stressed the need for certainty of detection, as well as speed and consistency of enforcement. Mr Hoe noted that the Road Traffic (Miscellaneous Amendments) Bill recognises that it is an offence for drivers to hold a mobile communication device when his or her vehicle is moving, while touching a device properly secured and mounted does not constitute holding it. He wanted to know if Traffic Police would provide guidance on the minimum information and quality of evidence for public submission. Clear guidance would help the public to make reports that can be acted upon, he said.
