Denise Phua on Criminal Procedure (Miscellaneous Amendments) Bill

The criminal justice process must effectively protect vulnerable individuals, especially those with disabilities, special needs or limited education. MP Denise Phua made this point in view of proposed legislative changes that would allow the authorities to compel Forensic Medical Examinations and further detain dangerous offenders who pose a continuing public threat. Ms Phua called for the use of specialised interview techniques that are age-appropriate and sensitive to disabilities, enhancing the Appropriate Adult Scheme to ensure that young suspects are questioned in a safe and supportive setting, having more trained personnel in law enforcement and judicial agencies including the Public Defender’s Office, and better inter-agency coordination. She spoke in Parliament on Monday (Feb 5).
