How will the Online Criminal Harms Bill empower the authorities to tackle scams in ways that existing legislation does not? MP Gerald Giam sought clarification on this in Parliament on Wednesday (Jul 5) even as he voiced support for the Bill. He raised the following questions. What difficulties have the authorities faced in expeditiously blocking actual scam websites that necessitated the introduction of this Bill? How will the Bill enable authorities to block websites when there is “reasonable suspicion” that they are being prepared for a scam? Has the Government faced challenges in directing telcos to immediately block scam phone numbers that will be addressed by this Bill? Will scam calls made over the Internet be blocked through an Account Restriction Direction issued to online service providers? Can SMS redirection attacks which redirect text messages containing OTPs sent from banks to hackers be more effectively blocked under the Bill? Mr Giam also said it should be made easier for users to report scams and receive updates when their reports are used for police investigations, so as to “leverage the knowledge of the entire population” to quickly and comprehensively identify and stop scams.
