Applying automatic CareShield Life coverage to new Singapore Citizens and Permanent Residents only if they are not disabled when they attain citizenship or PR status safeguards the integrity and sustainability of the insurance pool. However, this policy may intentionally exclude long-serving residents who become citizens or PRs later in life. Making the point in parliament on Wednesday (Oct 15), MP Hamid Razak urged the Government to consider a transitional enrolment mechanism for those in this group with pre-existing conditions. He also proposed CareShield Life coverage for dementia and mental illness, simplifying claims and digitising access for families and caregivers, as well as integrating the scheme into a broader and more seamless ecosystem of support. Dr Hamid said this will take CareShield Life from being a purely financial safety net to becoming a comprehensive framework of care and dignity - “from insurance to assurance”.
