Hany Soh on Sewerage and Drainage (Amendment) Bill

The enhanced penalties proposed under the Sewerage and Drainage (Amendment) Bill are “greatly needed” and will strengthen the punitive levers to deter illegal discharge and impose harsher punishments, said MP Hany Soh. Speaking in Parliament on Monday (Nov 11), she asked if these are sufficient to deter the targeted illegality. Ms Soh voiced concern that offenders may simply view any fine as an acceptable business cost, saying this would undermine the legislative intent, as well as public safety. Ms Soh also stressed the need to ensure safe and fair work conditions for sewage and drainage workers. She wanted to know if the Government would consider mandating that business owners take up public liability insurance.
