Since general practitioners (GPs) and regional health managers will be paid on a per capita basis under the Healthier SG plan, is there provision for fee clawbacks or termination for non-performance? This question was raised by NCMP Hazel Poa in Parliament on Tuesday (Oct 4) during the White Paper debate. She asked what the key performance indicators (KPIs) for GPs and regional clusters will be, and requested that the latter be presented to the House once ready. She said there should be KPIs based on outcomes at the national level, to incentivise clusters to cooperate. Ms Poa also wanted to know if service fees paid to GPs and clusters will differ for foreigners and locals, and how the Ministry of Health intends to reach the required number of doctors, nurses and other healthcare professionals needed in the next decade.
