During the debate on a Bill to make it easier to get approval for upgrading work in the common areas of heartland shops, MP Lim Biow Chuan raised several questions. Will big shops be given the same voting rights as small shops? Can shops located on the fringe of the town centre be excluded, since the upgrading may not benefit them? Will the town council have any say, as some upgrading proposals may carry higher maintenance costs which will eventually be paid from service and conservancy fees?
