Louis Ng on Cybersecurity (Amendment) Bill

During the debate on the Cybersecurity (Amendment) Bill in Parliament on Tuesday (May 7), MP Louis Ng asked about legally binding commitments that designated providers may be required to obtain from third-party-owned Critical Information Infrastructure (CII). He asked if providers can be compelled to take action in the event of a breach; if so, what actions they are meant to pursue; and how these can be effectively enforced against third-party CIIs that are not located in Singapore. He also said that if the action is - for example - imposing monetary damages for the provider, it is difficult to see how this will contribute to Singapore’s cybersecurity. Mr Ng also asked about the collection of information to designate new entities for regulation. He wanted to know how the information will be protected and how long it will be retained. He also asked for confirmation that the powers of collection do not extend to legally privileged information.
