Louis Ng on Energy Conservation (Amendment) Bill

In Parliament on Monday (Nov 11), MP Louis Ng welcomed proposed measures to extend minimum energy efficiency standards (MEES) to more existing industrial systems. However, he sought several clarifications. Mr Ng pointed out that unlike areas such as workplace safety, there is no clarity on the duties of company leaders on matters of sustainability and energy conservation and asked if this could be elaborated on. With some industrial facilities only having to submit a first MEES report in five years, he wanted to know what measures, if any, will be taken in the interim period. He also asked how the reports submitted will be used to achieve actual reductions in energy use. For example, would findings be communicated to companies or published on an aggregated, industry-wide level so that companies can benchmark their performance.
