Louis Ng on Sewerage and Drainage (Amendment) Bill
The Sewerage and Drainage (Amendment) Bill will secure Singapore’s used water system, enhance its flood resilience and enhance PUB’s operations, said MP Louis Ng. Speaking in Parliament on Monday (Nov 11), he also sought clarifications on three points. Firstly, he wanted to know why it is necessary for mandatory minimum sentences for offences. Secondly, he wanted to know the intended effect of introducing wording that PUB may recover costs “it thinks just” and what criteria would be used to determine when it will or will not recover costs. Thirdly, he noted the “significant expansion of PUB’s powers” and asked for more guidance on what situations constitute cases of emergency that require entry without notice. He wanted to know if there is a time limit within which PUB is required to notify the owners of the entry.
