Mariam Jaafar on Road Traffic (Miscellaneous Amendments) Bill
The Road Traffic (Miscellaneous Amendments) Bill is about stronger penalties for dangerous driving but at the deeper level, it is about trust, said MP Mariam Jaafar. This bill is not about punishing more drivers but is about creating fewer victims, she said in parliament on Tuesday (Aug 4). She pointed out that the central changes, including the new offence of purposeful endangerment and increased penalties for dangerous driving, are proportionate to the harm they can cause. She also sought clarification on the threshold on the use of mobile phones while driving - such as the driver silencing a ringing phone, repositioning it on a mount, passing it to a passenger or rerouting using a maps app. She wanted to know what threshold the Traffic Police and Courts would apply to distinguish these situations.
