Mark Chay on motion calling for abolition of Group Representation Constituencies

The Group Representation Constituency (GRC) system helps to promote inter-ethnic understanding and cooperation, enabling minority candidates to be elected to Parliament and ensuring that their voices are heard at the national level. It plays an important role in maintaining Singapore’s social fabric and promoting racial harmony. For these reasons, said NMP Mark Chay, he could not support a motion moved in Parliament on Wednesday (Jul 5) calling for its abolition. Mr Chay did however propose reducing the maximum number of individuals allowed in a GRC, reducing the area covered by a GRC and increasing the number of Single Member Constituencies (SMCs). He said this would increase competition and diversity in elections. He also called for more seats to be made available in Parliament through SMCs, as Singapore’s population and needs increase. Mr Chay said another area where GRCs can be improved is to have at least one female representative for greater gender diversity.
