The occupancy cap for HDB flats that are four-room or larger, including jumbo flats, is six people. This is aligned to the cap for private residential properties of all sizes. This only applies when owners rent out their flats or bedrooms to unrelated persons; it does not apply if all occupants are family members. The aim is to minimise disamenities from overcrowding. Answering an MP’s question in Parliament on Monday (Mar 7), Minister of State for National Development Muhammad Faishal Ibrahim said HDB will consider flat owners’ requests if they need to exceed the occupancy cap when renting out their flats and may exercise flexibility on a case-by-case basis.
