Murali Pillai on Online Criminal Harms Bill
The arm of the law when dealing with scams must not only be long, it must also be powerful and precise, said MP Murali Pillai in Parliament on Wednesday (Jul 5). He raised some concerns about the Online Criminal Harms Bill, covering its governance structures, the standing of proposed codes of practice and its punitive reach. For example, he asked if a separate independent body will be created as a “competent authority” to administer the Act. If this authority is a unit within the Singapore Police Force, will it be structurally separate from the investigative arm to prevent conflict of interest, he asked. Mr Murali also said online service providers will need assurance that if they are to give input on developing codes of practice, for example, they can do so “in good faith” with no serious repercussions.
