Raj Joshua Thomas on Prisons (Amendment) Bill
The Employment Preparation Scheme (EmPS) is a welcome new programme that bridges the current gap in the reintegration process for inmates, said NMP Raj Joshua Thomas. Speaking in Parliament on Tuesday (Jan 11), he urged the Singapore Prison Service (SPS) to adopt a "liberal" interpretation of the stipulations to qualify for EmPS, as recalcitrant or unresponsive offenders may need it most to reintegrate into society. He also called on SPS and its partners to consider older and long-term inmates as distinct groups under the EmPS, given their need to catch up with skills for the workplace.
