Razwana Begum Abdul Rahim on Road Traffic (Miscellaneous Amendments) Bill

The proposed amendments to the Bill have two primary aims of re-calibrating the balance between deterrence and proportionality as well as to enhance powers to enforce against errant motorists, said NMP Razwana Begum Abdul Rahim in Parliament on Tuesday (Jan 7). Expressing support for the Road Traffic (Miscellaneous Amendments) Bill, she also highlighted the need for the Government to be vigilant to community attitudes and perceptions, and for their views to be considered. She emphasised that the public should be informed that the aim of these changes is to make Singapore’s roads safer. Assoc Prof Razwana also pointed out the need to ensure that the removal of mandatory sentences for first-time traffic offenders does not inadvertently result in “unwarranted leniency or inconsistency between Courts”. Raising the issue of transport arrangements for foreign workers, she highlighted that the "safety and well-being of foreign workers should be considered no differently to the safety and well-being of other Singaporeans".
