The Government will establish a Restraining Order regime for it to act quickly and preemptively against content that threatens racial harmony. It will set up a Presidential Council for Racial and Religious Harmony to advise on matters relating to the maintenance of racial and religious harmony in Singapore. It will also introduce safeguards against malicious foreign influence for race-based entities, starting off in a practical and measured manner by only designating those that are assessed to have a higher potential of being vectors for malicious foreign influence. The list of the designated entities will be made public to promote transparency. The Government estimates that the designation will cover more than 300 race-based entities in the first instance. Minister of State for Home Affairs Sun Xueling outlined these key proposals in Parliament on Tuesday (Feb 4).
