Tan See Leng on factors used to determine the Shortage Occupation List
The Ministry of Manpower and Ministry of Trade and Industry evaluate occupations for the Complementarity Assessment Framework (COMPASS) and the Shortage Occupation List based on three criteria - the strategic importance of the occupation to Singapore's economic priorities, the degree and nature of the labour shortage and the sector's commitment to developing a local pipeline of talent to address these shortages. Labour shortages are assessed based on data from the Ministry of Manpower’s Job Vacancy Survey and data from the MyCareersFuture job portal on job applications and vacancies, along with assessments from the relevant sector agencies and feedback from industry and tripartite partners. Manpower Minister Tan See Leng said this in Parliament on Monday (May 8) in reply to MPs’ questions. He elaborated on how the commitment to developing local talent is tracked and measures to ensure that jobs are available for prospective new entrants to the market, including local graduates.
