Usha Chandradas on racial harmony and constitutional amendment bills

The Maintenance of Racial Harmony Bill is of particular concern to Singapore’s arts community, said NMP Usha Chandradas in Parliament on Tuesday (Feb 4). This is because local arts and cultural groups have long engaged in thoughtful, critical and necessary conversations about identity, history and race, and these are voices that should be nurtured. Ms Chandradas raised the following questions: Will the Presidential Council for Racial and Religious Harmony include representatives from the literary, visual, performing and music sectors? If potentially offending acts or content are artistic works, will the council be open to consulting with specialists in the field when making its decisions? Will there be opportunities for the council’s deliberations to be made public? Will the Ministry of Home Affairs release examples of what constitutes harmful content that would potentially be subject to restraining orders, so as to minimise subjective interpretation?
